Invitation to Bid

Stevens County, as Receiver for the Hunters Water District (Owner) is requesting bids for the Hunters Water District (HWD) System Treatment Improvements Project. Bids will be received via electronic submission only, through the Horrocks Planroom at www.horrocksplanroom.com, until 2:00 p.m. PT on Thursday, April 24, 2025.  That same day, all received bids will be opened virtually and read aloud at 2:15 p.m. PT via Microsoft Teams. Bid opening information will be sent out to all Contractors on the plan holders list by Wednesday, April 23, 2025. Bids not received by the indicated time will not be opened.

Project Description

The work of this contract generally consists of replacement of the existing Hunters Water District water treatment system, electrical and process instrumentation improvements, and repairs to mechanical components on the existing water reservoir. The work also includes a bid alternate for interior inspection and cleaning of the reservoir and main water lines.

Approximate project cost is $350,000.

Pre-bid Meeting

A non-mandatory pre-bid conference will be held at 10:00 am PT, on Wednesday, April 9, 2025, at the treatment building at 4982 Hunters Campground Road, Hunters, WA 99137. All potential bidders are encouraged to attend.

Special Instructions

Complete Bidding Documents and Plans will be available at www.horrocksplanroom.com. To bid the project, Bidders shall register and be on the plan holders list. Bidding Documents and Plans may be downloaded, at no cost, by searching Hunters Water Treatment Improvements on the website’s Public Jobs page. Bids must be submitted on the forms provided with the Bidding Documents.  A 5% bid bond will be required.  100% performance and payment bonds will be required from the successful Contractor.  The Contractor must be capable of meeting all insurance and bonding requirements.

 This project is funded by the Washington State Community Development Block Grant (CDBG) program with federal funds from the U.S. Department of Housing and Urban Development, as administered through the Washington State Department of Commerce, and is subject to all applicable federal and state laws and regulations. All work performed on this project will be subject to the higher of the prevailing state or federal wage rates. The Contractor must comply with the requirements of the Build America, Buy America (BABA) Act, 41 USC 8301 note, and all applicable rules and notices, as may be amended.

 Owner reserves the right to reject any and all bids, to waive technicalities, and in its sole judgment, accept the bid which it deems is in its best interest. Owner also reserves the right to award the Base Bid and Bid Alternates together to a single bidder or separately to different bidders. Owner is an Equal Opportunity and Affirmative Action Employer. Additional Information

The Engineer, Owner, and funding agency shall not be held responsible for any oral instruction. All questions or requests for additional information must be submitted in writing to the Engineer. Any changes to the Plans and Specifications will be in the form of a written addendum which will be made available to all plan holders.
